Africa has loads of sunshine and there is loads of soil washed down and through the river estuaries.  We can dredge up estuaries sea and for the it into little soil maps.  Impregnated with grass seed.

All the planets in inner solar system have been cooling since 1995.  Including Mars, with 98% carbon dioxide in the air.  Its climate still home to massive tornadoes!
