The simplest way to cool down in Europe, is so suck water vapour from the seas.  This sounds hard!  It is not.  You need a polyurethane snorkel weighted down, and use solar powered vacuum pumps to apply one metre of vacuum.

Or sea water rises up, but before he hits one metre it boils off into fuel water vapour.  The salts falls with coal water, by back into the seas as concentrated brine.

We just pump out water vapour.  Which is 1000 times cheaper and easier to pump and liquid water.  So we pump the water 500 metres inshore.

As he vent the water vapour, he condenses into a cooling mist.  Cooling and wetting the air.  Which falls to the ground as fine rain drops.  So we are no longer dependent on natural rain fall.

And during the hot months there is no shortage of sunlight.  Even when there is a overhead cloud, the solar pump will still function without problem during daylight hours.

So each farm or wish to irrigate in their own fields.  Or groups of farmers get together to set up a large vacuum pump system.  To fill a high lake which acts as a source of irrigation water.

We need have no heat!  We just had a trifling amount of vacuum - one metre of water!  Which by definition uses one what of energy.  We have no higher pressure dangerous desalination.

We just suck the water evaporation lose all salts and contaminants.  We can use this idea in Africa, to provide a source of almost free fresh water.  Removing salts from water is really that straightforward!
